Nigeria Set to Roll Out Plastic Packaging Regulations Under Landmark Producer Responsibility Law

Nigeria is set to implement groundbreaking regulations targeting plastic packaging waste as part of a nationwide effort to tackle its escalating plastic pollution crisis. Developed with the support of the United Nations Environment Programme (UNEP), the new rules are rooted in the Extended Producer Responsibility (EPR) framework a strategy that shifts the burden of waste management to producers.

Under this approach, companies involved in producing, importing, and selling plastic packaging will be legally required to finance non-profit Producer Responsibility Organizations (PROs) tasked with reducing packaging waste, boosting recycling infrastructure, and promoting sustainable alternatives. The regulations also mandate the inclusion of recycled content such as 25% in PET bottles by 2029 and encourage simplified, recyclable packaging designs.

With plastic packaging making up 63% of Nigeria’s total plastic waste and municipal systems under increasing strain, the EPR model offers a structured path forward. Inspired by successful examples in Europe, such as France’s Citeo which achieved a 67% household packaging recycling rate, Nigeria’s approach aims to significantly boost local recycling rates, reduce environmental harm, and build a circular economy.

Over 40 companies have already joined Nigeria’s Food and Beverage Recycling Alliance, signaling industry readiness, though awareness and enforcement capabilities remain key hurdles. Backed by funding from Japan and Norway, and guided by UNEP, the regulations are expected to roll out in the coming months marking a pivotal shift in Nigeria’s environmental policy landscape.
